We periodically carry out successful outreach services to locate and support individuals sleeping rough in the London Bexley Borough by employing a combination of strategic planning, collaboration with local organizations, and practical on-the-ground activities.

Assessment and Intervention

We assess and intervene with individuals sleeping rough by understanding their background and why they are in that situation. We need to know how long they have been sleeping there, their previous local authority, and whether they are entitled to Universal Credit. Gathering this information will help Empower Link Community identify the best intervention and professionals to refer them to, and ensure follow-up to keep the client's best interests at heart.

Making Referral

Homeless individuals have diverse support needs beyond their current situation. They may require additional assistance for issues such as substance abuse, alcohol misuse, mental health support, registering with a GP, signing up at the job center, and other outreach services. As a community link to the public, we will provide referrals and follow up on them.

Professional Collaboration

As Community Link in Bexley, we collaborate with a range of professionals, including General Practitioners (GPs), Streetlink, Homeless Outreach in Bexley, community mental health services, local authorities, and our stakeholders.

About Empower Link Community CIC

How we started

Empower Link Community began as a grassroots response to rising homelessness in our local boroughs. What started with a few volunteers helping rough sleepers into safe rooms has grown into a community-interest company providing stable accommodation and wrap-around support across Romford, Bexley and nearby areas.

What we do

We provide more than a bed. Our team offers practical, person-centred support:

  • Supported accommodation and move-on pathways

  • Help with benefits, housing applications and advocacy

  • Life-skills and wellbeing coaching (budgeting, cooking, routines, confidence)

  • Connections to education, volunteering and work opportunities

  • Signposting to health, immigration and specialist services

Our goals

  • Prevent rough sleeping and repeat homelessness

  • Restore dignity, stability and independence

  • Build safer, stronger neighbourhoods where everyone has a fair chance

Why this work is urgent now

Cost-of-living pressures, limited affordable housing and complex personal challenges are pushing more people to the brink. Timely, caring, practical support saves lives—and futures.

Our impact (yes, a little trumpet!)

Over the years, we’ve helped many vulnerable individuals move from crisis to stability—securing safe rooms, rebuilding routines, and re-entering education and work. We’re proud of consistent outcomes: happier residents, reduced street homelessness, and stronger community ties.
